The IPPF Governing Council comprises 24 members who together represent every IPPF region (4 volunteers from each of IPPF’s 6 regions). The Governing Council meets biannually. It is the Federation's highest decision-making body.
The Governing Council elects 2 honorary officers: the President/Chairperson and the Treasurer. The meetings of the Governing Council are also attended by the Chairperson of the Audit Committee, the Honorary Legal Counsel and the immediate past president.
Each region must be represented by at least 1 person under the age of 25, and the regional representatives must be composed of at least 50% women. All Governing Council Members have equal voting rights with the exception of the Chairperson/President, who has a casting vote in case of equality of votes.

Naomi Seboni, President/Chairperson
Naomi Seboni obtained a degree in Nursing at the University of Botswana and Swaziland, a Masters Degree at Columbia University New York, and a PhD at the University of California in San Francisco.
She has taught extensively at the University of Botswana and has published widely in the fields of adolescent sexuality and risk-taking behaviours; adolescents living with HIV and AIDS; and community home-based care. She is a former President of the Nurses Association of Botswana, and a former member of the ICN Council of National Representatives.
Seboni was a founder member and past president of the STTI African Chapter. She has served as a consultant and provided technical support to international organizations including UNICEF, UNFPA, PATH and WHO. At WHO she contributed to the strategic plan for nursing and midwifery, and nursing and midwifery training in sub-Saharan Africa.
Sujatha Natarajan, Honorary Treasurer
Sujatha Natarajan obtained a post-graduate degree in Public Administration from Madras Christian College, India.
Her professional life and voluntary activities are firmly rooted within community-based projects. Undertaking advisory and assessment work across a range of topics including family welfare and health linkages to income generation, HIV/AIDS interventions in industrial companies and drug trials and ethical implications. She has also been very committed to employment rehabilitation projects for 2005 Tsunami survivors in Tamil Nadu.
Her professional experience in India has been enhanced with extensive assignments across South Asia and the Middle East in particular. She regularly undertakes organizational audits and strategic planning, and serves on a number of Boards and Advisory groups providing ethical oversight and grievance resolution.
