Principles for a revised resource allocation system for the Federation were also approved by Governing Council.

A new feature of this Governing Council meeting was the use of working groups to discuss strategic issues in depth.

Three working groups were created:

  • Accountability
  • Sustainability
  • Policy

members were assigned according to their skills and interests. Each working group will continue with its work during the course of this three year term of Governing Council.

The Accountability working group looked particularly at the midterm review of IPPF’s Strategic Framework

The Sustainability working group focused primarily on financial sustainability

The Policy working group agreed a programme for reviewing/updating many of the Federation’s policies.

Another six Member Associations were accredited by Governing Council, bringing the number of accredited full members to 97.

The suspension of the Member Association in Zambia was extended and the Gambian Member Association was also suspended.

It was noted that the Member Associations in Jordan and the Yemen had resigned from membership of IPPF, and two members of the Caribbean Family Planning Affiliation, St. Maartens and St. Kitts & Nevis had recently ceased their activities.

The IPPF Regulations were amended to extend the provision of 'at least 20% youth participation' to Regional Executive Committees.

Finally, Governing Council considered and agreed upon recipients for the first Governing Council Awards.

Awardees will be honoured at the November 2009 Governing Council, and further details will be provided at that time.
