Although there are very few countries where abortion is completely illegal, in no country is access to abortion completely without barriers.

There are always conditions placed which reflect a society’s or a government’s reluctance to allow women access to safe abortion.

There are many such barriers and they are incredibly complex. 

This guide is an assessment tool that health professionals and other interested people can use to become aware of legal and other obstacles that make access to safe abortion difficult or impossible.

This, we believe, is a preliminary step to providing safe abortion services to the fullest extent of the law and for advocating for necessary change.
