"Women worldwide were watching the U.S. Senate today for reassurance that the United States is on their side in their struggle for health and rights.
"Today's vote was a major step in the right direction.
"Under the bold leadership of Senator Barbara Boxer (D-CA), an amendment was offered - and passed by 52-46 - to end the Global Gag Rule, which is an intrusive and outrageous restriction on the free speech of family planning organizations around the world that receive U.S. aid.
"With the passage of this amendment, we look forward to the day that the United States will return to full partnership with us and other reproductive health organizations in keeping women healthy and safe. The amendment will help save the lives of millions of women who now die unnecessarily in childbirth or are exposed unnecessarily to the AIDS virus, and we call upon the full Congress for swift approval.
"Rather than abandon their responsibilities to counsel women worldwide on the full range of their legal options, countless groups have abandoned U.S. funding instead. The International Planned Parenthood Federation (IPPF) was the largest of these groups, with 149 member associations in 182 countries. The gag rule has meant a significant reduction worldwide in family planning and reproductive health services that save the lives of millions of women.
