Background & Strategic ContextThe International Planned Parenthood Federation (IPPF) operates through a global network of Member Associations (MAs) and Collaborative Partners (CPs) (hereafter referred to as ‘Affiliates’) working across more than 150 countries to deliver sexual and reproductive health services, advance rights, and advocate for policy change.Across the Federation, large volumes of operational, financial, and programmatic data are generated through a range of institutional systems, including service statistics platforms, financial systems, business planning tools, accreditation tracking systems, and grant management platforms. These systems support accountability, performance monitoring, and strategic planning across the organisation.In recent years, IPPF has been developing a Federation-wide Dashboard to consolidate data from these systems into a central analytics environment. The current dashboard is built on Power BI and integrates data from multiple institutional systems into a centralised architecture designed to function as a “single source of truth.”This environment includes a mix of integration approaches, including API-based data flows (e.g. service delivery data from DHIS2), as well as partially automated and manual data inputs across other systems. Existing data models and reporting structures have primarily been designed for Secretariat-level analysis, with ongoing efforts to strengthen automation, standardisation, and integration across systems as part of the dashboard’s phased development.While the current Dashboard provides significant analytical capability, it was primarily designed for Secretariat use and is not yet structured for direct use by Affiliates. At the same time, there is increasing demand by Affiliates for tools that enable them to engage more effectively with data in ways that are practical, intuitive, and aligned with their operational context.To respond to this, IPPF is initiating the next phase of the Dashboard initiative, focused on defining Affiliate user needs and functional requirements, and ensuring that the Dashboard evolves into a user-centred platform that supports decision-making across the Federation.Purpose of the ConsultancyThe purpose of this consultancy is to support IPPF in translating Affiliate needs into a clear, implementation-ready design for an Affiliate-facing dashboard. This includes defining priority use cases, data requirements, and user experience, and guiding the development and deployment of dashboard solutions that enable Affiliates to access, interpret, and use data in a way that is practical, intuitive, and relevant to their operational context.Scope of Work, Deliverables and TimelineThe consultant will be responsible for the end-to-end design, development, and rollout of an Affiliate-facing dashboard, building on IPPF’s existing Power BI dashboard environment, and integrated data systems. The outputs of this assignment will include a functional specification, a fully operational dashboard, and a structured rollout and training approach to support effective and sustained use across the Federation.The assignment will be delivered across three interlinked yet distinct parts, as outlined below.Part 1: Needs Analysis and Functional Specification (Indicative Timeline 10 – 12 weeks)Undertake a detailed needs analysis with key stakeholders across the Federation, including Affiliates and Secretariat regional and global teams. Based on these consultations, the consultant will define priority use cases and data needs, identify relevant indicators and data domains, propose an appropriate dashboard structure and user experience, and define key considerations for governance, access, and responsible data use.The consultant will undertake the following components as part of the assignment:Part 2: Dashboard Development, Implementation and Iteration (Indicative Timeline 10 – 12 weeks)The IPPF Dashboard has been developed through earlier phases and includes an existing analytics environment, integrated data sources, and established data structures.The intention of this consultancy is not to design or implement a system from scratch, but to build on and enhance the current environment.The consultant is expected to:Review and validate the existing data architecture, including current data integration approaches and underlying data structuresIdentify opportunities to strengthen and expand data integration, including the use of APIs where appropriatePropose and implement improvements to data governance, access controls, and user permissionsDevelop dashboard solutions that leverage the existing data environment (e.g. data lake or equivalent structure), or propose alternative approaches only where there is a clear and justified advantageAny recommendations for significant architectural changes should be clearly justified, taking into account feasibility, cost, scalability, and alignment with IPPF’s existing systems and capacities.The consultant will undertake the following components:Part 3: Rollout, Training and Adoption (Indicative Timeline: 6–8 weeks)The consultancy will also include the design and delivery of a structured training and rollout approach to support adoption across IPPF Affiliates. This will include a Training of Trainers (ToT) model to enable Affiliate-led capacity building, as well as the development of practical training materials and onboarding support. Part 3 will focus on enabling sustained adoption and effective use of the dashboard across Affiliates.Key activities will include:Preparation of training materials, user guides, and onboarding resources tailored to different user roles, with materials hosted—where appropriate—on the IPPF Academy (Moodle) and the MA Forum (internal knowledge and communications hub)Design and delivery of a structured onboarding approach for Affiliates, ensuring consistent introduction to the dashboard and its functionality. Design and implementation of a Training of Trainers (ToT) model, including definition of roles and competencies for Affiliate focal points, and equipping nominated representatives to lead ongoing training and peer support within their contexts. BackgroundThe International Planned Parenthood Federation (IPPF) Centre of Excellence (CoE) on Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC) seeks to strengthen the meaningful integration of SOGIESC within Sexual and Reproductive Health and Rights (SRHR) programming across IPPF Member Associations (MAs) and Collaborative Partners (CPs). As part of its strategic priorities, the Centre aims to enhance capacity, communication, documentation, and cross-learning across the Federation. A key milestone under this objective is the establishment of a Toolkit Library, a centralised digital resource hub to be hosted on the Federation’s MA Forum. The Toolkit Library will serve as a one-stop centre for high-quality, relevant, and practical SOGIESC-related resources to support programming, advocacy, policy engagement, and knowledge sharing across IPPF structures globally- see annex attached. To support the development and operationalisation of this library, the Centre seeks to engage a qualified consultant through an open and competitive process to lead the design, structuring, and initial population of the Toolkit Library. Timeline and DurationThe consultancy is expected to be conducted over a period of four months (July - October 2026). 1. About IPPFThe International Planned Parenthood Federation (IPPF) is a global healthcare provider and a leading advocate for sexual and reproductive health and rights (SRHR) for all. Founded in 1952 at the Third International Planned Parenthood Conference by a courageous group of women, IPPF has grown into a movement of 120 Member Associations across 148 countries.Our work spans comprehensive sex education, contraceptive access, safe abortion care, maternal health, and humanitarian crisis response. We take pride in being local through our members and global through our network, ensuring that integrated healthcare reaches those who need it most—regardless of race, gender, age, sex, income, or geographic location.2. Project overviewThe website agency will work closely with IPPF to undertake a full review and overhaul of the current IPPF website’s information architecture, ensuring the new website structure is strategically aligned with IPPF’s brand and mission, user-focused, and scalable so it remains fit for purpose. This work includes the consolidation of six regional websites and the global site into a single platform, while enabling the user to seamlessly access, filter and navigate region-specific content. IPPF’s current site is built in Drupal. API integrations include EveryAction – our Donor Management CRM, and Cloudflare. The website is part of the broader global IPPF rebrand launched in early November 2025, where the new website will reflect our renewed identity, purpose, and vision. The agency selected through this RFP will be expected to collaborate closely with the rebrand team to integrate the new brand, its ethos and messaging into the website. This new website will serve as IPPF’s primary digital platform with a strong emphasis on accessibility, multilingual content, and user-centered design.3. Project objectives Design and develop a new IPPF global website with an optimised user journey and content architecture. The website should support a clear information architecture and content model that enables different users to both easily understand the breadth of IPPF’s work and access relevant information intuitively and efficiently. This should be informed by user research and stakeholder interviews, as well as workshops with regional communications teams. This work will be complimented by technical research sessions to review external user needs such as filter functionality needs, and internal editor needs, such as templated pages and an easy to navigate CMS system, set-up for optimal editorial experience. IPPF would like the website to be developed in Drupal. Ensure the website is accessible, secure, mobile-responsive, and future-proof. The website should be designed and maintained to meet modern digital standards and prioritise accessibility, robust security, and performance across different devices. The approach must be mobile-responsive to ensure an optimal user experience for visitors accessing the site from smartphones and tablets. Future-proofing measures — such as scalable architecture, regular updates, and compatibility with emerging technologies should be considered to support long-term functionality and adaptability.Translate and support content across languages. The site must have language translation capability, supporting core languages at launch, whilst ensuring that additional languages can be added, configured and managed via the CMS interface. (Core languages: Arabic, English, French, Japanese, Portuguese, Russian, and Spanish). Ensure that analytics, SEO and GEO requirements are met. The new website must incorporate Google Analytics and be grounded in SEO/GEO best practices to ensure content discoverability across both traditional search engines and AI-driven answer engines. Ensure security measures and data management standards are met. The new website must be GDPR compliant, and data handling and cookie consent must be clearly set out for the user. Penetration testing will be conducted by an independent CREST- accredited service provider post launch to identify any security gaps. Any remediation will be carried out by the agency as part of the project. Support content review and migration. The IPPF team will lead on the content review which is to be supported by the agency at discovery stage with user research and analytics audits to help define the scope of content migration and new content development. Align the website with the IPPF brand.
