Background to this consultancy
Youth engagement has been at the core of IPPF and since the 1990s even recognized as a fundamental element of governance. A youth manifesto was created by youth in 1998 and updated in 2008 as a call to action to improve SRHR services, education and leadership. This document has the fundaments of an institutional definition of youth meaningful engagement.
Come Together: IPPF Strategy 2028 was written by a young person and has been inspired by the needs of Generation X. Significant efforts have been made to include elements of youth centred and youth led action in all the pillars and Indicator 7 in the Results Framework has been specifically designed to assess our impact on youth.
Indicator 7: Quality, reach and impact of CSE, youth-centred care, and progress in youth engagement in the Federation.
There are three components to this Indicator: CSE, youth-centred care and youth engagement. CSE and youth centred care were assessed via research studies in 2024. Youth engagement is being assessed through a separate process in 2024/2025 – see below under ‘Purpose of this consultancy’ for more details.
Finally, in the context of the General Assembly where the Strategy 2028 was approved by the members of IPPF, the youth representatives of the boards provided their recommendations in a resolution that emphasises the need for a youth led accountability platform that allows them to provide feedback and assess progress. As a result, the Board of Trustees requested that the secretariat should “Establish transparent and measurable milestones and fully utilise the indicators in the results framework to monitor and evaluate progress against IPPF’s youth-centred commitments under the “Come Together Strategy 2028”.
Purpose of this consultancy
The main purpose of this consultancy is to develop a clear operative definition of “meaningful youth engagement”, including consideration of the quality of engagement, e.g. how are youth engaged and how meaningful is this engagement. The definition will be developed through a consultative process with youth volunteers that will guide the establishment of a youth led accountability framework and platform which centre youth as the drivers of change. The consultant will also develop IPPF standards of meaningful youth engagement to support its definition mirroring best practices, processes and lessons learnt in other organizations in our sector. This will be done in a participatory manner with representatives of the six regional youth networks of the Federation to assess progress against IPPF’s youth centred commitments under the Strategy 2028.
The consultancy must have a multilingual team, able to conduct interviews and focus groups. The official languages of IPPF are French, English, Spanish and Arabic.The consultancy must demonstrate a strong commitment to advance on meaningful youth engagement and previous experience in consultative processes with youth in different regions, in intercultural environments, intersectional values and including marginalized groups.
