International Planned Parenthood Federation (IPPF) works in 170 countries to empower the most vulnerable women, men and young people to access lifesaving health services and programmes. Supported by millions of volunteers and 3,000 staff, IPPF Member Associations (MAs) are autonomous, local non-profit organizations that provide sexual and reproductive health (SRH) information, education and services through 46,000 service delivery points, delivering 208.6 million sexual and reproductive health services across the world in 2017. Services provided include contraception, abortion care, maternal and child health and STI and HIV/AIDS prevention and care.
The Women’s Integrated Sexual Health (WISH2ACTION – W2A) programme is IPPF’s flagship health programme designed to transform the lives of millions of women and girls. Funded by the UK Department for International Development (DFID), the £132 million WISH2ACTION programme is providing integrated and holistic healthcare to 2.2m additional users of contraception in 15 countries across South/East Africa and South Asia between 2018 to 2021. The programme is currently being delivered by a consortium of five internationally recognised organisations and 10 IPPF Member Associations (MAs). Programme coordination is being managed by a Secretariat Hub, hosted by IPPF’s Africa Regional Office (ARO) in Nairobi, Kenya
IPPF is currently seeking a consultancy (either a firm or qualified individuals) with the capacity to develop a Value for Money framework (under the headings of Economy, Efficiency, Effectiveness and Equity), linked VfM indices and an action to improve value for money on the WISH programme. It is expected that this framework will inform the implementation of VfM strategies throughout the life of the programme. The successful consultancy firm will have extensive experience developing VfM frameworks for large complex multi-country DFID programmes in the health and other related service delivery sectors. The guide price for the assignment is £50k (excluding VAT) and the assignment will be delivered between January to April 2020.

- Technical proposal – up to 10 pages maximum (excluding the workplan and any annexes). The proposal should be in Arial 10 font, normal spaced and in pdf format.
- Commercial proposal – up to 5 pages maximum. Format requirements are the same as the technical proposal.
