Consultant Position Paper: Addressing the Sexual and Reproductive Health, Rights and Justice of Criminalized and Incarcerated Communities

Context 

An extremist populist wave that threatens human rights around the globe, particularly those of women and minorities, is gaining ground. Using well-honed strategies of disinformation, misinformation, and emotionalization, populist movements and governments are targeting sexual and reproductive health and rights especially for marginalized communities.  

This trend coincides with escalating criminalization and incarceration of sex workers, LGBTQI individuals, people who use drugs, racialized and migrant communities, as well as human rights defenders and health care providers. Women, in particular, face rising rates of incarceration due to discriminatory policies, which underscores the urgent need for targeted approaches to address their sexual and reproductive health, rights, and justice (SRHRJ) needs. 

In response to these pressing challenges, IPPF seeks to develop a position paper that articulates a comprehensive and actionable vision for advancing SRHRJ for these communities. The paper will reflect our commitment to inclusivity, justice, and intersectionality while providing strategic guidance to counter anti-rights and anti-SRHRJ opposition effectively. 

Milestones and deliverables 

  • Write a methodology for the development of the position paper  
  • Literature review 
  • Consultations with IPPF Members Associations, Collaborative Partners and networks of criminalized and incarcerated populations. 
  • First Draft of the Position Paper 
  • Incorporate feedback into a Second and final Draft. 

The Consultant will be supported by an IPPF Working Group. 

Expectations for the position paper 

  • 10-15 pages 
  • Based on human rights principles, programming principles, and IPPF positions and aligned with decolonising lens and intersectional feminist positions. 
  • Incorporate nuanced positions on the different elements based on feedback from consultations. 
  • Incorporate up-to-date academic research and evidence-based best practices. 

Consultant Profile 

  • Proven expertise on criminalized communities and SRHRJ 
  • Prior engagement/experience with criminalized communities  
  • Strong command of human rights frameworks 
  • Strong writing skills 
  • Experience writing similar documents 
  • Experience working with national, regional or international NGOs and/or social movements 
  • Candidates with diverse experiences that inform an intersectional feminist perspective desirable 
  • Strong organizational and time-management skills
