RFP: Consultant for the Development of a Toolkit Library for IPPF's Centre of Excellence on SOGIESC

Background

The International Planned Parenthood Federation (IPPF) Centre of Excellence (CoE) on Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC) seeks to strengthen the meaningful integration of SOGIESC within Sexual and Reproductive Health and Rights (SRHR) programming across IPPF Member Associations (MAs) and Collaborative Partners (CPs). 

As part of its strategic priorities, the Centre aims to enhance capacity, communication, documentation, and cross-learning across the Federation. A key milestone under this objective is the establishment of a Toolkit Library, a centralised digital resource hub to be hosted on the Federation’s MA Forum. 

The Toolkit Library will serve as a one-stop centre for high-quality, relevant, and practical SOGIESC-related resources to support programming, advocacy, policy engagement, and knowledge sharing across IPPF structures globally- see annex attached. 

To support the development and operationalisation of this library, the Centre seeks to engage a qualified consultant through an open and competitive process to lead the design, structuring, and initial population of the Toolkit Library. 

Timeline and Duration

The consultancy is expected to be conducted over a period of four months (July - October 2026). However, we anticipate the consultant to work for not more than 20 days, spread across the four months. 

The timeline will allow for: 

  • Inception and alignment 
  • Framework development and refinement 
  • Correction of resource and vetting 
  • Initial population of the Toolkit Library 
  • Final reporting 
Required Qualifications and Experience 

The consultant is expected to demonstrate: 

  • Proven experience in knowledge management, digital resource platforms, or toolkit/library development, preferably in global or multi-country contexts 
  • Strong understanding of SOGIESC, SRHR, and human rights programming 
  • Experience working with international organisations, networks, or federated structures (experience with IPPF or similar organisations is an asset) 
  • Demonstrated experience in developing frameworks, tools, and systems for knowledge sharing and learning 
  • Strong facilitation and coordination skills, particularly in engaging diverse, global stakeholders 
  • Excellent written and verbal communication skills in English (additional languages including Spanish, French and Arabic are an asset)
