RFP: Mid-Term Review of the Norad and IPPF Partnership

Deadline

Established in 1952 in India, the International Planned Parenthood Federation (IPPF) is a locally owned, globally connected civil society movement and leading advocate for sexual and reproductive health and rights (SRHR).  

 IPPF envisions a world in which all people are free to make choices about their sexuality and well-being, in a world without discrimination. We advance SRHR by: 

  • Widening access and expanding choice through the provision of person-centred, integrated sexual and reproductive health (SRH) services, information, and education;  
  • Supporting efforts to build resilient, robust country-level health systems;  
  • Advocating for progressive changes to policies and legislation to advance SRHR, gender equality and human rights; and  
  • Building and coordinating movements to widen public support for SRHR.  

We operate in 148 countries worldwide through our 120 nationally owned organisations, called Member Associations, as well as 28 collaborative partners (collectively referred to as MAs). IPPF delivers high-quality, person-centred care to all—regardless of race, gender, income, or geography. 

Background

This Mid-Term Review (MTR) will assess progress and results achieved under the Norad–IPPF current partnership agreement (2023-2027) and the Sida-IPPF current partnership agreement (2024-2026), with particular attention to implementation and outcomes at country level in two to three countries, including Ethiopia, Colombia, and Zambia (Zambia TBC). The review will also examine the extent to which IPPF’s global architecture strengthens its MAs and enhances their capacity to deliver rights-based SRHR services and interventions on the ground. This includes assessing how global functions—such as technical support, advocacy, resource mobilization, and coordination—translate into tangible results at country level. A key focus will be to unpack the added value of global collaboration, including if and how IPPF contributes to quality, resilience, and sustainability of SRHR programming, and supports MAs in navigating complex and restrictive policy and funding environments.

Purpose

The purpose of the evaluation is to assess progress and results achieved under the Norad/ Sida–IPPF partnership for the period of 2023-2025, with particular attention to implementation and outcomes at country level and the extent to which IPPF’s global architecture strengthens and enhances MAs ability to deliver SRHR interventions on the ground.

The review will:

  • Assess progress and results achieved at country level, with attention to reach, quality, equity and sustainability of SRHR services and interventions
  • Analyse effectiveness and added value of IPPF’s global federation model, including how global functions (i.e. technical support, advocacy, resource mobilization, coordination) contribute to MAs’ capacity, performance, and resilience, and translate into measurable country-level outcomes.
  • Examine the relevance and coherence of IPPF’s work with Norwegian and Swedish development priorities and SRHR-specific strategies
  • Assess efficiency, including how resources are allocated and utilised across global and country levels and whether the federation model provides value for money
  • Assess sustainability, , including financial resilience, institutional capacity of MAs, and the ability to maintain results over time, particularly in the context of shifting funding and policy environments 
  • identify risks, challenges, and opportunities affecting implementation both at country and global levels
  • assess organisational, managerial, and technical capacity
  • provide actionable forward-looking recommendations to strengthen programme implementation and the partnership during the remaining strategy period.

Methodology

The review will use a mixed-methods approach combining qualitative and quantitative analysis and ensuring triangulation of multiple data sources. A detailed methodology will be presented in the inception report. 

Methods will include: desk review of key documentation, key informant semi-structured interviews and field Visits to the two to three selected IPPF Member Associations (MAs). 

The review is expected to require a maximum of 33 days.

IPPF invites qualified consultants to submit proposals to conduct this Mid-Term Review.

Interested consultants should submit: 

1. Technical proposal (max. 3 pages) with:

(i) brief understanding of the assignment; 

(ii) proposed methodology, including country case studies and field visits; 

(iii) workplan and timeline; 

and (iv) relevant experience.

2. CV demonstrating experience in: 

(i) development evaluation using OECD/DAC criteria; 

(ii) sexual and reproductive health and rights programming; and 

(iii) evaluations in low- and middle-income countries.

Experience working in the proposed countries will be considered an advantage. For Colombia, fluent Spanish will be essential. 

3. Financial proposal, including daily consultancy rate and estimated travel costs.
