Technical Advisor - Supporting International Family Planning Organizations (SIFPO2) Project

IPPF is a UK registered charity and the leading civil society organisation working on issues of sexual and reproductive health and rights.

Sustainable Networks (SIFPO2), executed by the International Planned Parenthood Federation (IPPF) and its partner, Population Council, is a five year Cooperative Agreement. Sustainable Networks (the Project) is designed to strengthen IPPF’s systems and capacity to deliver quality assured, affordable family planning (FP) and other health services, and to increase the sustainability of local networks to deliver these services. Through a series of targeted investments, IPPF will move to a new trajectory of performance with strengthened systems that enable data-driven decision making and quality-assured partnerships that increase sustainability. The project aims to revolutionize IPPF’s network of member associations (MAs) and improve health and rights for millions of young, poor and/or underserved women and men in USAID priority countries.

Purpose of the assignment

The purpose of the assignment is to support the technical implementation of the SIFPO2 project to include review, drafting and finalizing of SIFPO2 technical deliverables

 

Activities

The consultant will be required to lead or support the following technical tasks:

· Oversee completion of and quality assure all SIFPO2 technical deliverables to include tools, reports, best practice papers in accordance with the SIFPO2 core work plan outputs by activity

· Lead on behalf of IPPF and SIFPO2 in global technical forums and working groups as required

· Provide technical guidance and support to SIFPO2 ongoing technical activities and all member associations as requested and required

· Support implementation of an internal Project Review (Technical component).

· Support on planning, preparation and coordination of Technical review days with USAID/W (dates TBD)

· Coordinate with Project leadership and support responses to USAID technical queries and requests for technical feedback on Project related issues

· Render technical support to other IPPF SRH/FP projects under other specific terms of reference and funding as requested.

 

Consultant profile/qualifications:

The consultant profile should include the following:

· Background in SRHR and technical knowledge to include research in SRH Knowledge of best practice in providing sexual and reproductive health services

· Experience of technical support to USAID SRH/FP programming.

· Experience and understanding of USAID statutory family planning compliance requirements

· Understanding of and commitment to a ‘client centred’ approach to provision of sexual and reproductive health services.

· Experience in undertaking research and presenting findings in written and verbal form.

· Strong communication skills in spoken and written English, and demonstrated record of preparing solid, credible written guidelines and reports.

· Understanding of and commitment to IPPF’s values and policies (including the Declaration of Sexual Rights).

· Excellent written skills.

· Strong technical SRH understanding and ability in gender, youth and family planning to contribute to technical meetings in global SRH community

· Strong workshop planning and facilitation skills

· Ability to travel to SIFPO2 countries if and as requested

· Experience of working on SIFPO1 or SIFPO2 is advantageous

 

Deliverables and time available

This position will work in coordination with Project leadership on submission of all required Project technical deliverables as a requirement for this consultancy.

Time period: 1 February – 31 December 2018

 

Payment terms

The consultant will be paid upon satisfactory delivery of project outputs with a corresponding invoice to be reviewed and approved by SIFPO2 Project leadership before approval and payment of invoice
