Background
The International Planned Parenthood Federation operates through a global network of Member Associations and Collaborative Partners working across more than 150 countries to deliver sexual and reproductive health services, advance rights, and advocate for policy change.
Over the years, IPPF has positioned itself on a range of priority thematic and policy issues and produced several publications, such as policy documents, advocacy messages, recommendations, and other external and internal-facing materials across different regions and teams.
Alongside the launch of our newer and bolder organizational brand last year, and the adoption of the Federation’s Charter of Values, IPPF now wants to build greater coherence and consistency across these materials and further refine its organizational positioning across the Federation. This includes ensuring stronger alignment between regions, Member Associations, and the Secretariat, while also recognizing and navigating the different contexts, perspectives, that exist across a diverse global federation.
IPPF is therefore seeking support to consolidate positions and develop a clearer and more consistent approach to organizational positions that reflects IPPF’s new bold brand, voice, and strategic direction. The work is expected to strengthen IPPF’s external positioning, advocacy, and communications, while also supporting internal alignment and messaging.
IPPF is looking to develop briefing papers on priority thematic and policy issues. These briefing papers should include a clear problem statement and IPPF recommendations, drawing on existing IPPF positions or addressing topics where a new position is needed.
The briefing papers are expected to strengthen how IPPF communicates its views, advocate externally, and ensure consistency across regions, MAs and Secretariat.
Scope of work
IPPF is hiring a consultant to support the development of briefing papers on thematic areas that reflects IPPF’s new bold brand, voice, and strategic direction. The work is expected to strengthen IPPF’s external positioning, advocacy, and communications, while also supporting internal alignment and messaging.
The scope of this assignment is to:
- Conduct a rapid assessment of the current and most recent set of materials that have been developed by the Solidarity for Change and Voice team and regional offices
- Facilitate consultations and interviews with internal stakeholders
- Write one / two briefing papers aligned with organizational strategy and values
The consultant will:
- Facilitate stakeholder consultations/interviews
- Draft clear, concise, evidence-based briefing papers on agreed thematic areas
- Support validation and finalization processes

Qualifications and experience
The suitable candidate will have:
- Advanced degree in public policy, communications, international development, political science, law, organizational development, or related field
- Subject matter expertise in thematic areas relevant to SRHRJ
- At least 8-10 years of relevant professional experience.
- Demonstrated experience developing briefing notes, advocacy or policy position statements
- Strong stakeholder consultation and engagement, interview skills
- Excellent analytical, writing, and editing skills
- Experience working with NGOs, international organizations, federations or network, policy or advocacy institutions.
- Experience supporting organizational strategy and governance processes
- An intersectional feminist dedicated to sexual reproductive health care rights and justice, including safe abortion and sex workers’ rights. Supportive of people’s rights regardless of sexuality or gender identity/expression.
