This guide aims to demonstrate how the information collected through CMIS and other clinic data management systems can be utilized to make informed programme decisions and improve service delivery, while maintaining clients’ privacy and confidentiality. This is especially important and relevant for a Federation like IPPF, considering our global reach and the diverse integrated package of services provided by IPPF Member Associations.

The MTR was undertaken at a critical point for IPPF. The timing coincided with the tail end of a comprehensive and intense process to develop an IPPF Secretariat Business Plan to provide a roadmap for accelerating the delivery of the Strategic Framework. The Business Plan, which was published in February 2019, articulates an MA‑centric approach to achieving the Strategic Framework, identifying key solutions where one or more Member Associations (MAs) can provide the support and technical assistance needed to bring other MAs up to speed. Within this new model, the Secretariat’s role is defined as being an architect of cooperation. Significantly, the MTR process also coincided with IPPF’s journey to reform its global governance and its resource allocation model, which began in May 2019.

This statement’s purpose is to provide guidance to IPPF Member Associations and other sexual and reproductive health and rights (SRHR)organizations to support sustained provision of essential and life‑saving SRH services in the context of the COVID‑19 pandemic. The statement also serves as a tool to advocate with donors and other stakeholders for additional resources to sustain SRH services throughout the pandemic. The statement reinforces IPPF’s position and commitment to SRH and rights and gender equality.

In 2017, the US administration implemented the Global Gag Rule (GGR), a policy that denied funding to organizations that provided abortion care.    IPPF refused to sign the policy that required us to deny women and girls the freedom to choose what happens to their body. As a result, IPPF lost $100 million in funding.    Our Member Association in Tanzania – Chama cha Uzazi na Malezi Bora Tanzania (UMATI) – was forced to close 5 of its 11 clinics.  But thanks to emergency funding from the Belgium government, UMATI was able to improve their remaining clinics, increase the number of qualified staff and continue to provide quality care for those who need it.
