Terms of Reference (TOR) Consultancy: Strategic Support for Advocacy Innovation and Organizational Learning

Background The International Planned Parenthood Federation (IPPF) is a global provider of sexual and reproductive health services and a leading advocate for sexual and reproductive health, rights, and justice (SRHRJ). Working through Member Associations in 151 countries and a network of approximately 28,000 service delivery points, IPPF delivers essential health services, advances comprehensive sexuality education, and advocates for policies and social change that uphold rights, dignity, and bodily autonomy. By connecting community-led action with national, regional, and global advocacy, IPPF works to transform systems, shift narratives, and ensure that everyone can exercise their sexual and reproductive rights. Overview of the engagement To respond to a rapidly evolving advocacy landscape marked by strong anti-rights mobilization, democratic backsliding, shrinking civic space, the spread of misinformation and disinformation, fragmented power structures, and increasingly interconnected political challenges, IPPF is undertaking a process to reflect on and strengthen its approach to advocacy across national, regional, and global levels. This process seeks to strengthen the connections between ground advocacy, movement-building, and multilateral engagement, while ensuring that IPPF’s Member Association leadership, priorities, community realities, and lived experiences more meaningfully inform IPPF's global advocacy approaches. It also aims to contribute to broader reflections on how advocacy is organized, coordinated, and resourced across the Federation, and how IPPF can strengthen more participatory, politically grounded, and movement-oriented approaches to influence and change, in a moment of global shifts and challenges. To support this work, the Solidarity for Change and Voice (S4CV) Team is seeking a consultant to provide research, analysis, consultation, and support these ongoing processes.  Purpose of the Consultancy The consultant will support the S4CV Director and the UN Liaison Team (UNLO), providing research, analysis, stakeholder engagement, and synthesis of findings. The consultancy will help strengthen the evidence informing this work and support the development of strategic reflections and recommendations regarding the future of advocacy across the Federation. Duration The consultancy will commence as soon as possible and conclude by November 2026. The consultancy is expected to require approximately 30 to 40 working days over the assignment period. This consultancy may require travel. Consultant Profile The successful consultant will demonstrate: Experience in advocacy, movement-building, civil society engagement, human rights, gender equality, and/or SRHR. Strong research, analytical, facilitation, and writing skills. Experience conducting consultations, interviews, and stakeholder engagement processes. Familiarity with multilateral processes, civil society advocacy, and social movement ecosystems. Ability to synthesize complex information and translate findings into practical recommendations. Strong interpersonal skills and experience working across diverse cultural and political contexts. Familiarity with feminist, participatory, and rights-based approaches is highly desirable. Reporting and Management The consultant will report to the S4CV Director, work closely with the UNLO Senior Advocacy Advisor, and collaborate with relevant colleagues across the Secretariat as required. Regular check-ins will be held throughout the consultancy period to review progress, discuss findings, and agree on priorities. Application Process Interested candidates should submit: A CV highlighting relevant experience; A brief technical proposal outlining their approach to the consultancy; A financial proposal indicating daily rate and estimated level of effort; One relevant writing sample.  Applications should be submitted by 12pm GMT on 23 July 2026 to: [email protected].

The project started in September 2025 and end on 31st July’2026.Project Tittle: - Responding to the growing anti gender threats and their impact on UK National Security.Grant Amount: - £996,000Audit FirmQualified audit firms are invited to submit their combined technical and financial proposals for the audit of the FCDO‑funded project “Responding to the growing anti gender threats and their impact on UK National Security.” The audit firm must be an appropriately registered and independent firm of auditors, with experience of donor‑funded project audits and the not‑for‑profit sector.Scope of the AuditSubject Matter: The subject of this audit is the financial report of the FCDO‑funded project “Responding to the growing anti gender threats and their impact on UK National Security” for the period from September’2025 to July’2026, prepared by IPPF for submission to FCDO. Hereinafter this is referred to as the “Financial Statements.Audit: The auditors must conduct an audit in accordance with International Standards on Auditing (ISA 800 / 805 (Revised)) issued by the International and Assurance Standards Board on project‑specific financial statements. Those standards require that the auditors plan and perform the Audit to obtain reasonable assurance about whether the financial statements are free from material misstatement.The audit shall be conducted to obtain evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditors' judgment, including assessing the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the Auditor considers internal control relevant to the entity's preparation and fair presentation of the financial statements to design audit procedures that are appropriate in the circumstances, but not to express an opinion on the effectiveness of the entity's internal control. IPPF DRA team will coordinate the audit.Audit DeliverablesThe Auditors will submit the audit reports in English with PDF formats as under. Audit Opinion Audit opinion can be unqualified, qualified, adverse, or a disclaimer of opinion and should be formulated under the format of the Independent Auditor's Report for a Financial Audit suggested under the International Standards on Auditing issued by the International and Assurance Standards Board. Management LetterThe Management Letter shall cover at least:the results of the audits performed, in terms of number and details of entities covered, audit coverage in terms of amount audited compared to the reported expenses, conclusions and costs disallowed, the nature, amount, and recurrence of the findings, their consequences and the costs categories affected due to the same.whether any serious irregularity or fraud has been discovered. whether any control gaps and risks identified, implications of the same and recommendations for improvement thereof.The reports mentioned above should be prepared by the Auditor and submitted to IPPF in draft and final form as detailed below:Draft reports: The Auditor must submit draft reports (audit opinion and management letter) to IPPF before issuing the final reports to validate the audit findings (i.e., to sort out potential risks, misunderstandings, additional information/documents to be provided, etc.). Draft reports shall be submitted no later than 5 days after the end of fieldwork.Final reports: It will have the same details as the draft report after removing resolved issues or findings and incorporating any comments received from the concerned parties on the draft report. The final report shall be provided latest within 3 days after the receipt of the comments on the draft report. The final report must be provided along with the invoice for the engagement.Audit Proposal: The tenderer (audit firm) will submit a detailed audit proposal covering the following:Audit Firm’s details including details of partners, no. of qualified staff, etc.,Location (City and Country) of the audit firm that will lead the engagement and sign the audit report,Citations of similar experience of executing project audits and not-for-profit sector audits,Approach and methodology for the audit of Japan Supplementary Budget programme,Anticipated risks / challenges and mitigation for successful completion of the audit, Audit Team Composition and CVs of key team members (Refer Section “Auditor Qualification”),At least two client references (email ids and phone numbers) for whom similar audits have been conducted,Scanned copy of the evidence of the firm being registered with the accounting body in the Country of its incorporation,A declaration by the proposed audit partner that the firm or any of its partners are not debarred from signing of audit opinions,Financial proposal in US Dollars along with estimated budget for out-of-pocket expenses and taxes. The financial proposal must include details of the entire team with expected time input of each team member along with their cost.The length of the proposal including CVs, financial proposal, and other attachments must not exceed 30 pages (A4 sheets). The audit proposal must be submitted through email to [email protected] by 5:00pm BST on the 23rd July 2026. Any proposal received after this date/time would not be considered. The subject of the email should clearly mention “Audit Proposal for FCDO project P1011”. The proposal must be submitted as a pdf document without any password protection in the email. Consultancy to Support the Development of Thematic IPPF Briefing Papers

BackgroundThe International Planned Parenthood Federation operates through a global network of Member Associations and Collaborative Partners working across more than 150 countries to deliver sexual and reproductive health services, advance rights, and advocate for policy change.Over the years, IPPF has positioned itself on a range of priority thematic and policy issues and produced several publications, such as policy documents, advocacy messages, recommendations, and other external and internal-facing materials across different regions and teams.Alongside the launch of our newer and bolder organizational brand last year, and the adoption of the Federation’s Charter of Values, IPPF now wants to build greater coherence and consistency across these materials and further refine its organizational positioning across the Federation. This includes ensuring stronger alignment between regions, Member Associations, and the Secretariat, while also recognizing and navigating the different contexts, perspectives, that exist across a diverse global federation.IPPF is therefore seeking support to consolidate positions and develop a clearer and more consistent approach to organizational positions that reflects IPPF’s new bold brand, voice, and strategic direction.
