Background
The International Planned Parenthood Federation (IPPF) is a global provider of sexual and reproductive health services and a leading advocate for sexual and reproductive health, rights, and justice (SRHRJ). Working through Member Associations in 151 countries and a network of approximately 28,000 service delivery points, IPPF delivers essential health services, advances comprehensive sexuality education, and advocates for policies and social change that uphold rights, dignity, and bodily autonomy. By connecting community-led action with national, regional, and global advocacy, IPPF works to transform systems, shift narratives, and ensure that everyone can exercise their sexual and reproductive rights.
Overview of the engagement
To respond to a rapidly evolving advocacy landscape marked by strong anti-rights mobilization, democratic backsliding, shrinking civic space, the spread of misinformation and disinformation, fragmented power structures, and increasingly interconnected political challenges, IPPF is undertaking a process to reflect on and strengthen its approach to advocacy across national, regional, and global levels. This process seeks to strengthen the connections between ground advocacy, movement-building, and multilateral engagement, while ensuring that IPPF’s Member Association leadership, priorities, community realities, and lived experiences more meaningfully inform IPPF's global advocacy approaches. It also aims to contribute to broader reflections on how advocacy is organized, coordinated, and resourced across the Federation, and how IPPF can strengthen more participatory, politically grounded, and movement-oriented approaches to influence and change, in a moment of global shifts and challenges.
To support this work, the Solidarity for Change and Voice (S4CV) Team is seeking a consultant to provide research, analysis, consultation, and support these ongoing processes.
Purpose of the Consultancy
The consultant will support the S4CV Director and the UN Liaison Team (UNLO), providing research, analysis, stakeholder engagement, and synthesis of findings.
The consultancy will help strengthen the evidence informing this work and support the development of strategic reflections and recommendations regarding the future of advocacy across the Federation.
Duration
The consultancy will commence as soon as possible and conclude by November 2026.
The consultancy is expected to require approximately 30 to 40 working days over the assignment period. This consultancy may require travel.
Consultant Profile
The successful consultant will demonstrate:
- Experience in advocacy, movement-building, civil society engagement, human rights, gender equality, and/or SRHR.
- Strong research, analytical, facilitation, and writing skills.
- Experience conducting consultations, interviews, and stakeholder engagement processes.
- Familiarity with multilateral processes, civil society advocacy, and social movement ecosystems.
- Ability to synthesize complex information and translate findings into practical recommendations.
- Strong interpersonal skills and experience working across diverse cultural and political contexts.
- Familiarity with feminist, participatory, and rights-based approaches is highly desirable.
Reporting and Management
The consultant will report to the S4CV Director, work closely with the UNLO Senior Advocacy Advisor, and collaborate with relevant colleagues across the Secretariat as required.
Regular check-ins will be held throughout the consultancy period to review progress, discuss findings, and agree on priorities.
