SGBV Senior Advisor Consultant (maternity cover)

Consultancy Purpose The International Planned Parenthood Federation (IPPF) is a leading global service provider and advocate of sexual and reproductive health and rights for all. A federation of over 120 Member Associations (MAs), IPPF works in 172 countries and maintains more than 45,000 service delivery points worldwide. IPPF aims to ensure that all people are free to make choices about their sexuality and wellbeing, in a world free of discrimination. IPPF is seeking to engage a consultant to contribute to the development and coordination of the Sexual and Gender Based Violence (SGBV) programming and advocacy portfolio for a temporary period (maternity cover). The consultant will provide guidance and a framework for interventions to IPPF MAs and represent the Federation in regional and global fora. The portfolio will include providing close technical support to eight Asian MAs of the Humanitarian SPRINT project, as well as engaging in other humanitarian and development SGBV activities under core and restricted funds. Job Context SGBV is a human rights violation associated with death, injury, and a broad range of negative sexual and physical health issues and socioeconomic impacts. The root causes of SGBV are abuse of power, gender inequalities, discrimination, and harmful societal norms. During emergencies such as conflicts, natural disasters, or infectious disease outbreaks such as Covid-19, the risk of survivors to suffer negative sexual and reproductive health consequences caused by violence, exploitation, and abuse is heightened, particularly for women and girls and marginalized and excluded groups such as populations of diverse SOGIESC. SGBV is an essential component of IPPF’s Integrated Package of Essential Services (IPES) as well as the globally recognized Minimum Initial Service Package (MISP) for Sexual and Reproductive Health (SRH) in Crisis used in humanitarian settings. This role will provide technical assistance to the Humanitarian and Development Programmes of MAs on SGBV and its intersections with Sexual and Reproductive Health (SRH) and represent the Federation in regional and global fora. This is an exciting role that will ensure continuity towards the efforts of transforming how IPPF delivers SGBV services and shape SGBV programming, better leveraging its role in wider social norms change and developing solid implementation principles and safe monitoring systems. Outcomes: 1. Provide technical assistance to 8 SPRINT MAs to meet minimum requirements for SGBV service provision and to strengthen their SGBV programming • Strengthen key SGBV tools used by MA (referral pathways, clinical SOPs). • Support the drafting of Policy Briefs and Research Studies at MAs level. • Provide capacity development on SGBV Fundamentals, LIVES and Clinical Management of Rape. • Advise on the development of specific SGBV interventions conducted by MAs as part of their action plans and resulting from the analysis of SGBV mapping conducted in 2023. 2. Provide technical assistance to other MAs operating in humanitarian and/or fragile settings to mainstream SGBV into their preparedness and response plan. • Ensure input and guidance for the development of emergency proposals and emergency response reports. • Conduct capacity development initiatives such as coaching, information sessions, trainings etc. • Support mainstreaming of SGBV into preparedness plans and response. 3. Support the development of the SGBV Programming and Advocacy Portfolio through regional and global initiatives. • Follow up on the finalization/layout of SGBV training packages (e-learning SGBV fundamentals, adaptation to development contexts etc.) and transition to global platform for Secretariat use. • Follow up on the implementation of a global e-survey on SGBV service provision. • Support the continued analysis and use of SGBV data across the federation. • Contribute to the development of SGBV learning products (videos on intersectionalities). • Contribute to the development of guidance and models for SGBV prevention • Provide technical support to IPPF Gender Steering Group. 4. Represent IPPF in regional and global SGBV Fora. • Co-lead the IAWG Advocacy working group • Attend the GBV AoR core members meetings. • Represent IPPF in the Call to Action to prevent and respond to GBV. • Participate in the Asia-Pacific Regional GBViE working group. • Attend the IAWG CMR & IPV working group (on calls) Skills/Expertise • Significant experience in SGBV, programme design, implementation, capacity building and advocacy in development and humanitarian settings. • Significant experience developing organizational guidance and promoting reflective learning on technical issues, relating to SGBV. • Advanced understanding of gender transformative programming and inclusion, and on how humanitarian crises affect different segments of a population, including women and men in their diversity, youth, people with disabilities, including those of diverse sexual orientation and gender identity etc. • Significant experience of training and mentoring teams on SGBV programming with the ability to bring diverse actors together across cultures and geographies to create an aligned and powerful force for change. • Strong track record of technical leadership, and proven ability to produce demonstrable results • Experience working in SGBV programs in the Health Sector settings, including on reproductive coercion, intimate partner violence, sexual violence and female genital mutilation • Strong facilitation and presentation skills to internal and external audiences. • Sound judgement, particularly in constrained and pressured situations and environments. • Fluent in English, other IPPF languages desirable If you are interested in applying, please send a cover letter and your resume to: [email protected].
